オーストラリアの高齢者介護の問題

エコノミストエスプレッソでオーストラリアの高齢者介護の問題の記事があった。日本と同じようなことが起きているのか、それとも日本よりもよいのか、悪いのか、私にはちょっと分からない。日本の高齢者の介護施設は、健康を謳いつつ、死亡が最も集中しているという逆説を持っている。それだけではなく、近年の日本で、スタッフによる集中的な殺人が起きているのも、これらの施設である。こちらは、深い問題を持っている。
 
厚生労働省は、今回の大失態で、しばらく色々な部分をあきらめなければならないとしたら、高齢者介護の予算とスタッフが色々なものを削減して、「化学的拘束」に頼ったり、スタッフの条件が悪くなって質が下がったり、あるいはさらに集中殺人が増加したりするのだろうか。
 
Toxic: Australian aged care
Revelations about abuse and neglect prompted the government to call a royal commission into aged care in September. Today it wraps up its first round of hearings. The opening testimony came from a whistleblower whose husband was mistreated and grossly over-medicated at a South Australian nursing home (since closed). Among other issues, lawyers will now explore whether carers are needlessly tying up patients, or pumping them full of sedatives (known as “chemical restraint”). The industry has been scrutinised repeatedly in the past 11 years, but royal commissions attract extra political attention. The conservative government allocated A$660m ($467m) to residential facilities and home care before the commission’s hearings began. New legislation is being drafted to curb the use of physical and chemical restraints. Yet funding for aged care has dropped since the last election. The opposition Labor Party will be happy to remind voters of this as the next one looms.
